In times like these, it’s important to stay safe, connected, and informed. As part of a state-wide initiative to keep everyone up-to-date about all things COVID-19, we’ve compiled a list of rule filings that are related to the virus. We’ll keep adding to this as more are filed. The rule number as well as a short description are provided below. R51-7: Open and Public Meetings Act Electronic Meetings

This rule provides guidelines for public bodies organized under Title 4 or department rule to hold electronic meetings consistent with the Utah Open and Public Meetings Act. R68-31: Cannabis Licensing Process

The rule provides guidelines, consistent with Section 52-4-207 of the Utah Open and Public Meetings Act, to allow the Cannabis Production Establishment Licensing Board to meet electronically. Click here to see the full rule text.

R277-101: Public Participation in Utah State Board of Education Meetings

The rule amendments permit a quorum of the Board to participate electronically, at the discretion of the Board chair, in the event of a pandemic or health emergency. R861-1a: Waiver of Penalty and Interest for Reasonable Cause

The proposed amendment authorizes the waiver of interest accrued between April 15, 2020 and July 15, 2020 on certain unpaid 2019 income tax liability. Click here to see the full rule text.

R539-5-5: Employee Requirements/The Centers for Medicare and Medicaid Services

R357-30: Utah Leads Together Small Business Bridge Loan Program

The purpose of this rule filing is to create the Utah Leads Together Small Business Bridge Loan Program to support small businesses and the retention of jobs throughout the State during the state of emergency due to novel coronavirus disease 2019 (COVID-19). Click here to see the full rule text.

R600-4: Definitions Applicable to Disease Testing for Peace Officers, Health Care Providers and Volunteers

The purpose of this rule is to add COVID-19 and its transmission method to the list of diseases for peace officers, health care providers and volunteers. The need for this emergency rule is due to the COVID-19 pandemic and to provide further safety measures for peace officers, health care providers and volunteers. R612-300: Telemedicine Reimbursement

To establish telemedicine reimbursement rates for medical providers treating injured workers, due to the COVID 19 pandemic. The new rule sections define telemedicine and outline reimbursement rates for the telemedicine services. Specifically, codes are listed that physicians, physical therapists, and non-physicians use for reimbursement and the amounts will be at “parity,” or at a comparable rate as an in person visit. R986-700: Emergency Rules, Pandemic (Office of Child Care, Department of Workforce Services)

The new emergency rule allows the Department of Workforce Services, Office of Child Care to exclude Federal Pandemic Unemployment Compensation from unearned income for purposes of determining eligibility for child care subsidy payments. Click here to see the rule text.

R21-3: Debt Collection Through Administrative Offset

The purpose of this rule allows the Division of Finance to suspend matching receivables in the event of a declared state of emergency. This was necessitated by COVID-19 economic relief measures approved by the governor’s office. Click here to see the rule text.

R305-7-104: Filing and Service of Notices, Orders, Motions, and Other Papers

The new rule would allow temporary electronic filing of requests for agency action and petitions for review to initiate adjudicative proceedings contesting UDEQ actions. Click here to see the rule text.
